Judges deny Democrat's request to undo recount decision

RICHMOND, Va. (AP) — A three-judge panel on Wednesday refused to reverse a decision that stripped the Democratic candidate of her apparent one-vote victory in the race for a House seat, meaning a winner will be chosen with names drawn from a bowl.
